BASRA UNIVERSITY ORGANIZES A WORKSHOP ON THE GENERAL BUDGET

 The College of Administration and Economics at Basra University organized, on Thursday 30/1/2020 in the conference hall headed by the University of Basra and in the presence of the President of Basra University, Prof. Dr. Saad Shaheen Hammadi, a workshop on the general budget under the title “Transformation from balancing items to balancing programs and performance - reasons and results “ The Dean of the College of Administration and Economics, Assistant Professor Dr. Abdul-Hussein Tawfeeq Shibli, gave it with the participation of researchers and specialists.

 The workshop aims to discuss the method of preparing the state’s general budget in its current form, which is called the budget of items and what are the defects of this type of budgets and to develop appropriate solutions to these defects.

 The workshop included two axes, the first axis presented a discussion and diagnosis of the errors that resulted in the delay in the salaries of university employees, as well as dealing with leaving the budget of items that suffer from many problems, as many countries left this budget due to its defects, and the second axis showed the procedures for implementing the state’s general budget and how Commitment to budget allocations.

 The researcher recommended several recommendations, including adherence to the deadlines for the delivery of trial balances by university colleges in order to avoid delaying the salaries of university employees and to rotate financial positions and specializations, so that work does not stop in the absence of any official and there is someone to replace him.
