
BASRA UNIVERSITY DISCUSSES A MASTER’S THESIS ((ANALYSIS OF THE EFFICIENCY OF GOVERNMENT SPENDING ON THE HEALTH SECTOR IN IRAQ FOR THE YEARS 2007-2017))
The master's thesis in the Economics Department discussed ((Analysis of the efficiency of government spending on the health sector in Iraq for the years 2007-2017)).
The message presented by the student (Ghufran Qusay Khalil) included three chapters, the first chapter dealt with the conceptual and theoretical framework for the efficiency of government spending on the health sector, and the second chapter included the reality of government spending on the health sector in Iraq, and the third chapter analyzed the output indicators and the results achieved and compared them with the set goals For the health sector in Iraq.
The study aimed to diagnose the factors affecting the efficiency of government spending on the health sector in order to facilitate the task of reform and address the existing deficiencies, and to analyze the structure of government expenditures and its impact on the inputs and outputs of the health sector.
The researcher concluded that the government funds allocated to the health sector were spent with low efficiency, and that the expenditures allocated are low and not sufficient to provide adequate health services to citizens, especially after 2013 due to the drop in oil prices.
The researcher recommended that the Iraqi health sector needs more government financial allocations, but this alone will not suffice to improve the level and quality of services provided to the Iraqi individual in some years all the financial allocations available to the Ministry of Health have not been disbursed.
