A panel discussion at the College of Administration and Economics at Basra University discussed ((Features of female leadership in Iraq according to the model of the relationship between gender and leadership from the point of view of men and women. A comparative study between the public and private sector)).  )) The researcher said, “His point is behind that the problem that women workers face in society is that they are not able to assume senior leadership positions except in exceptional cases.”  On this basis, the research tries to test the Elvis and Bailey model of female leadership and whether Iraq adopts a specific model in empowering women, or does Iraq have its own model.
