PhD THESIS AT BASRA UNIVERSITY DISCUSSING PUBLIC FINANCIAL MANAGEMENT AND BUDGET REFORM SCENARIOS IN IRAQ:
On Sunday 19/12/2021 the College of Administration and Economics at the University of Basra discussed a PhD thesis in financial and banking sciences on “Public Financial Management and Budget Reform Scenarios in Iraq.”
The thesis of the researcher (Uday Salem Ali Al-Tai) aims to measure the results of the three budget: financial discipline, allocative efficiency, and operational efficiency in Iraq during the period (2005-2019) as well as identifying a reform mechanism for each result that corresponds to the results of the budget.
The thesis recommended the need to reform the public financial management in Iraq through the introduction of financial rules to ensure financial discipline the application of medium-term budget frameworks to enhance allocative efficiency, and the shift towards budgeting programs and performance to achieve operational efficiency.
